Basically I am a social worker, thinker, and a Hindi writer. While in search of livelihood or you can say a wish of standard or reputed life(whatever set by common people), I have converted myself as an IT professional. I am strolling here and there to become an entrepreneur(who want to provide jobs). Always I would love to know more about this beautiful world. I can’t explain how many creative thoughts always moving back and forth inside my brain. Lastly, I can advice to all “utilize your brain only towards establishment of true social environment and try to make your life with full of humanity”.

Today onwards, I am going to start this blog especially for my home district Araria(अररिया) and fellow citizens. I appreciate your comments and suggestions on this platform towards development of the society.

    While looking for a contact number for Kali Mandir, I came across your page. The number shown in one of the image linked from your page is not answering. We left Araria around 20 years back, and until two years back my mother used to visit Kali Mandir on 1st January for mahabhog. Unfortunately this year the phone number she has is not answering.     Mr. Sulabh , I wanted to bring some facts to the fore for every viewer of this or some other blog discussing the district of Araria.
    I am Shambhu Goel, engaged in manufacturing business of NPK fertilizers in this district ,the unit situated at Forbesganj.
    State Government as is noticed from so many news reports is interested in industrialization of the state . Araria being a backward district devoid of any industry worth the name , is actually a no industry district. Some rice mills(conventional type),brick kilns, one flour mill in Forbesganj owned by Golchhas dot the industrial map of our district.
    But my experience in this district as a manufacturer is that much of the industrial backwardness is owed to the “NOT AT ALL CONCERNED” attitude of the Government exhibited by the various officers of the state government .You write to the commissioner, DM, SDO, CO, DIG, IG , heads of the department at Patna, ministers, chief Minister or nay body , you will not receive any reply what to talk of any action, again worth the name, as far as decision against your application/request/complaint. If you receive any reply , that will be only stereo-type and will ultimately be of no use. If you go to the officer to whom you have been directed to, they will chide you and may even call you names, but they shall not come forward for resolving your problems.
    In spite of all your efforts to get your genuine demand met, you will hear them asking you money five times more than the amount you would have given them earlier prior to your not gone to their Superior Officers/ had you not visited their superior offices. They take it as a disregard and as if their ego has been hurt.
    So this is how state government runs in this district and I believe same type of situation prevails in other districts of our mighty state of Bihar . And at the same time it is very amazing that they make a remark or two ,at the drop of a hat , to complete denigration of what is going on in Gujarat where every industrialist is respected and honored.
    This is how we industrialists are suffering .We cannot innovate , although the state government boasts of having created a Bihar State Innovation Council. We cannot celebrate because we belong to Bania class and are not Manjhis,Ram, Rishideo, Paswan or even a muslim who have got all the rights of fleecing , false filing of complaints against people of higher caste, may rightly according to government statutes indulge in any mass loot,dacoity, extortion, kidnapping against our class.
    There is a long pending application for granting us registration of higer grades of NPK mixtures in accordance with the change in cultivation pattern of the district like Maize being substituted widely in place of wheat. maize cultivation requires higher nutrition level of Macro inputs.Our application is as follows:-
    This write up is from Shambhu Goel resident of Forbesganj in the district of Araria in Bihar. I am engaged in manufacture of NPK mixture fertilizers of various grades ,those that have been ratified by Agriculture Department of the State Government of Bihar.
    They have given permission for manufacture of grades like NPK 18:18:06, NPK 15:15:7.5 and NPK 12:12:12 .
    Out of these grades NPK 18:18:06 and 15:15:7.5 are as old as forty years(since they came in existence from the side of the approval of state government) and in place of NPK 8:8:8 NPK 12:12:12 was introduced some 15-20 years ago.
    There is one “The Fertilizer Control Order 1985” being amended periodically by the Central Government which is a book of guidelines framed with all due practical approach and ethically propounded in order to provide leeway to the smallest manufacturer to the level of Global size manufacturer and likewise inconveniencing all illegal practices which are anti-farmer and unethical.
    The above grades are as old by conception as was the trend/trait/state of agriculture practices 40 years ago and were formulated by the state government in view of the soil conditions and crop pattern of the state prevailing at that time.
    Since then soil condition has deteriorated beyond redemption and crop pattern has also not only changed but have been substituted by crops requiring higher nutrition. Like Maize in place of wheat Deterioration of soil texture may be attributed to not only imbalanced use of soil nutrients , but has been accentuated by Government’s policy regarding price fixation of different categories of macro nutrients incommensurately which has itself induced farmers to practice lethal imbalanced use of required soil nutrients .
    In India today, Urea prices are so low that the farmers misuse Urea by its over and unrequired application over other major nutrients like phosphorus and potassium which require application in a right balance for higher productivity. But low pricing of Urea is an ever growing inducement to a farmer who often misuse Urea by its over application and due to this haphazard misuse ,soil texture is severely depleted making it bereft of other naturally occurring micro-nutrients which also enhances risk to crops ,and hence great loss is being inflicted to the farmers who are mostly uneducated . Traders in Urea marketing are in fact siphoning off the major part of subsidy given by GOI by indulging in heavy black-marketing of Urea sometimes earning Rs. 2000/- a ton against government’s fixed price of Rs.5500/- a ton , still being the cheapest fertilizers , farmers never complain about this black-marketing. Thus the price structure so formulated is giving rich dividend to a trader but at the cost of distortion of appropriate balanced use of fertilizers.
    Government in Agriculture Department in view of balanced use of fertilizers by farmers approved so many complex mixtures of varied ratio of NPK content as entailed in FCO 1985 .
    There are several high analysis grades like NPK 10:26:26 , 12:32:16 , 14:35:14 , 20:20:0:13 , 13:33:0:9, 16:44:0, 11:44:0, 12:52:0 etc. These mixtures are either imported or produced domestically by Large manufacturers who are entitled to obtain subsidy separately for these grades . But since they are formulated with pan Indian soil condition concept ,often they are not suitable to state-district wise soil application and therefore pose a larger problem to productivity of crops grown locally and hence a concept of small size NPK mixture manufacturing industrial units came in to being so as to suit local soil condition and crop pattern which varies from state to state as well as from district inside the state to other district of the same state.
    As stated earlier state Government in Bihar is still allowing manufacture of those grades which have become obsolete due to their low analysis and hence manufacturing these grades serves not the farmers but the traders who use these mixture as a look-alike of high grade mixtures and thus indulge in heavy adulteration of fertilizers .
    Approval of manufacture of these low grades of fertilizers should be completely withdrawn and high analysis mixtures like NPK 18:24:12, 15:30:15, 10:20:20 etc. should be allowed so as to keep at bay low priced low analysis fertilizers for their use only as adulteration products of high grade mixtures .
    Sampling of fertilizers of these small scale industries for their accuracy and according to the FCO should be made mandatory so that farmers do not loose on the aspect of quality.
    I is therefore requested that we should be allowed to manufacture the grades like NPK 18:24:12 , NPK 10:2020, NPK 15:30:15 .s
    Under “The Fertilizer Control Order 1985” there is a provision under clause 16 (1) (2), which authorises state government to issue manufacturing registrations for “Special Mixtures of Fertilizers” which is based on proper requisition from farmers, a group of farmers.
    Notwithstanding our umpteen times effort to get this registration from Agriculture department of the state , we are not sure we shall be given one.
    A maize starch plant was being set -up at Forbesganj but that also became a food of political vendetta across so many political parties and their sympathizers. They cannot do anything for its making but have disturbed the whole of the atmosphere under one foolish pretext or the other and have left everything to be decided on the wisdom of one “lootera” whose name it will not be proper to take here but is understood to be under the patronage of the present political dispensation of this state. This mighty lootera is having an edge everywhere in all government offices by the power of his throwing away gratis to all and his proximity with the present rein holders of power in the state.
    He is a usurer, he is a contrabandist, a land mafia, a mill owner and is even proud of forcibly possessing government land in nearly block towns of Forbesganj . But he has a distinction of possessing an umbrella of power around and above him which cannot be dented .

    This time as I have heard from many that The District of Araria has been endowed with a District Magistrate who is very hardworking, honest and listens to public grievances and tries to solve them. May I request you to kindly interfere in our two matters regarding 1. Conversion of one plot of six acres of land from its agriculture to its proposed Industrial use. 2. Forcible dispossession of property purchased by us in auction from Bihar State Financial Corpoartion ,a unit belonging to one Shabbir Alam who defaulted heavily on repayment of loan to the Corporation. But his descendants namely one Farhat shabbir and one Naushaba Shabbir, the former attached to Maurya Tv is making all efforts to establish that the mortgaged assets of this unit are on the Moon and not on this earth. And the local administration, Forbesganj Sub Divisional Administration is also chosen to remain ignorant in the this matter at the behest of one Lootera (a businessman who is a land mafia,usurer , smuggler and many mills owner in Forbeganj)and this media man Farhat Shabbir. It is said that he received many lacs of rupees when Mr. Ram Vilas Paswan when he was in opposition to BJP as a remuneration for giving him a 8 minute clip of some imaginary and false police atrocity on one villager of Bhajanpur in the famous episode of Burning the entire assets of an upcoming Starch Factory by a mob who had gathered at the site of this unit for a sheer requirement of one passage to the market of Forbesganj which is not even marked in the Government Map , when there are several and many passages/roads for the villagers to come to the market.
